BLOCALPS specializes in the manufacturing of above-ground service stations designed for the storage and distribution of all types of fuel (Diesel, Gasoline, Kerosene, DDO, Oils...) with capacities ranging from 5,000 to 100,000 liters.
Above-ground service stations are governed by various regulations: Decree of July 1, 2004, and the ICPE regulations.
ICPE stands for: Installation Classified for Environmental Protection.
Any industrial or agricultural operation likely to create risks or cause pollution or nuisances, particularly for the safety and health of nearby residents, is a classified installation.
There are three classification levels depending on the threshold specified in the nomenclature, based on the level of risk or inconvenience that may be caused:
- Declaration: for the least polluting and least dangerous activities. A simple declaration to the prefecture is required.
- Registration: designed as a simplified authorization for sectors where technical measures to prevent inconveniences are well-known and standardized. This regime was introduced by Ordinance No. 2009-663 of June 11, 2009, and implemented by provisions published in the Official Journal on April 14, 2010.
- Authorization: for installations presenting the highest risks or pollution. The operator must apply for authorization before commissioning, demonstrating risk acceptability. The prefect may authorize or deny operation.

Section 4734 concerns the storage of: 'Specific petroleum products and alternative fuels: gasoline; kerosene (including aviation fuels); diesel (diesel fuel, domestic heating oil, and diesel mixtures); heavy fuel oil; alternative vehicle fuels used for the same purposes and with similar flammability and environmental hazard properties.'
To determine the classification level, consider: 'The total quantity that may be present in the installations, including in underground cavities.'
Thresholds:
- Total Quantity* < 50 tons: Not classified as ICPE
- 50 tons ≤ Total Quantity* < 500 tons AND Gasoline Quantity < 100 tons: Subject to Declaration
- 500 tons ≤ Total Quantity* < 1,000 tons OR 100 tons ≤ Gasoline Quantity: Subject to Registration
- Total Quantity* ≥ 1,000 tons: Subject to Authorization

Section 1435 applies to 'Service stations: facilities, whether open to the public or not, where fuels are transferred from fixed storage tanks to the fuel tanks of motor vehicles, boats, or aircraft.'
To determine the classification level, consider: 'The annual volume of liquid fuel distributed.'
Thresholds:
- Total Annual Distributed Volume* ≤ 500 m³ AND Annual Gasoline Distributed Volume ≤ 100 m³: Not classified as ICPE
- 500 m³ < Total Annual Distributed Volume* ≤ 20,000 m³ OR 100 m³ < Annual Gasoline Distributed Volume: Subject to Declaration
- Total Annual Distributed Volume* > 20,000 m³: Subject to Registration
